Kenya's Nationally Determined Contribution: Sector Analysis

Kenya’s Nationally Determined Contribution (NDC) sector analysis lays the groundwork for Kenya’s NDC implementation plan, and provides the evidence base for the review and updating of the National Climate Change Action Plan 2013-2017 (NCCAP). The action plan is the national mechanism through which the NDC will be implemented, in accordance with the Climate Change Act, 2016.

The goal of the NDC sector analysis is to clarify how Kenya can achieve its NDC, including adaptation goals and the greenhouse gas emission reduction target of 30 per cent below the 2030 business as usual scenario. The NDC sector analysis is expected to contribute to the development of an NDC Implementation Plan and appropriate measurement, reporting and verification (MRV) framework. The NDC analysis aims to “unpack” the numbers, update with available data and information, assess what is doable and achievable, and to prioritize actions and sectors. The preliminary analysis shows that Kenya can achieve its NDC mitigation contribution, but will require a concerted effort with international support.

This NDC sector analysis includes a series of nine chapters, including an introduction, overview of Kenya’s NDC, updated emission projections and analysis of impact on NDC target, and six sector reports. The sector reports set out the current understanding of the sector’s landscape; the projected demand-supply by 2050; an analysis of the implications of the NDC for the sector, including expected emission reductions and priority mitigation technologies; updated analysis of adaptation options building on the actions identified in Kenya’s’ National Adaptation Plan 2015-2030 (NAP); and a review of co-benefits.

The NDC analysis is led by the Ministry of Environment and Natural Resources (MENR), and developed with technical support from DAI and IISD under the StARCK+ Technical Assistance to the Government of Kenya.
